UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a latest study of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Council Tax Increases and Wider Financial Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise local levies next April to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of regional authorities recently also found local finances being strained by the increasing figures of children and adults requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) covering UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
